Only several days have passed since I’ve published “Shelter-out-of-place”, when the global picture has changed yet again :)
This piece consists from my commentaries needed to set my already published analysis in accordance with new ordinances (primary with the “Order of the Health Officer of the County of Santa Clara” published March 31: https://www.sccgov.org/sites/phd/DiseaseInformation/novel-coronavirus/Pages/order-health-officer-033120.aspx)
Obviously, “… will we (in USA in general and in the Santa Clara County, CA in particular) be celebrating our resurrection from the self-imprisonment at this Easter?” question has been answered negatively, as has been predicted (no surprise) :)
However, two other questions stand: “first, how long will this self-imposed tabu on most types of economic activities last; second, if it lasts long enough what are legitimate ways to move to an office opened to those, who, for one reason or another, can’t work from his/her home, or from the “shelter” (whatever that means).”
“The president’s guideline for America” (https://www.whitehouse.gov/wp-content/uploads/2020/03/03.16.20_coronavirus-guidance_8.5x11_315PM.pdf) (which then led to “Memorandum on Identification of Essential Critical Infrastructure Workers During COVID-19 Response” issued March 19 by “Cybersecurity and Infrastructure Security Agency” (CISA) (https://www.cisa.gov/sites/default/files/publications/CISA-Guidance-on-Essential-Critical-Infrastructure-Workers-1-20-508c.pdf).") has been added by May 29’s presidential “starkly reversal” (https://www.nytimes.com/2020/03/29/us/politics/trump-coronavirus-guidelines.html).
It, naturally, set our local Santa Clara bureaucratic machine in over-reaction mode, which caused them unilaterally exempt from federally recommended list of “Essential Critical Infrastructure Workers” (https://covid19.ca.gov/img/EssentialCriticalInfrastructureWorkers.pdf) all those businesses which fell under the paragraph marked “Essential Workforce — Information Technology:”
Extract (2): “Data center operators, including system administrators, HVAC & electrical engineers, security personnel, IT managers, data transfer solutions engineers, software and hardware engineers, and database administrators”
Extract (3): “Workers supporting the provision of essential global, national and local infrastructure for computing services (incl. cloud computing services), business infrastructure, web-based services, and critical manufacturing”
I might guess that it’s an administrative punishment imposed on all of our Valley economy due to the active resistance to governments over-rich from the most stubborn part of our community (exemplified, of course, by Tesla).
What left now for our self-defense contains only two paragraphs (“i” and “g”):
paragraph “i”:
“For the purposes of this Order, “Essential Travel” means travel for any of the following purposes: Travel related to the provision of or access to Essential Activities, Essential Governmental Functions, Essential Businesses, or Minimum Basic Operations.”
paragraph “g”:
“For the purposes of this Order, “Minimum Basic Operations” means the following activities for businesses, provided that owners, employees, and contractors comply with Social Distancing Requirements as defined this Section, to the extent possible, while carrying out such operations:”
g (ii):
“The minimum necessary activities to facilitate owners, employees, and contractors of the business being able to continue to work remotely from their residences, and to ensure that the business can deliver its service remotely.”
Could we now expect that, as more and more people are slowly waking up to the reality of their not-very-bright economic future, the “honey moon” period of the mass-media and general public opinion with authorities will gradually come to its end?
